Provide leadership to an integrated team that was composed of VITA, Northrop Grumman, and IBM staff-members and reporting to the VITA HIT/MITA Program Manager. Oversee and manage budget of $8.3MM. Prepare and present budgets, schedule, status and recommendations to VIT program, MITA Program, and executive management.

- Worked with stakeholders to determine project scope and requirements
- Selected optimal value-based infrastructure architecture to maximize purchased WebSphere licenses in a High-Availability configuration (using IBM Power 7 servers)
- Delivered WebSphere Enterprise Service Bus test environment on schedule to support mission-critical project for the Department of Social Services
